Prof. Dr. Jaspal Singh Sandhu officially takes over charge of Vice-Chancellor of Guru Nanak Dev University

By SK.Vyas​ Amritsar/Jalandhar, August 16, 2017: An eminent and internationally renowned orthopedic surgeon, academician and scholar, Prof. Dr. Jaspal Singh Sandhu officially takes over the charge of Vice-Chancellor of Guru Nanak Dev University, here today in the presence of Registrar Prof. K.S. Kahlon and officials of Vice-Chancellor’s Office. In a simple ceremony, Prof. Sandhu reached University without any Fanfare. After taking his charge as Vice-Chancellor he left for Sri Harimandir Sahib to pay obeisance.

Formulating Initiatives of the UGC in the field of Higher Education As Secretary, UGC I have the responsibilities of overall Administration of the UGC jointly with the Chairman, UGC. All Regulations, Schemes of the UGC in all areas of its concern are drafted for approval by the Commission. The same is briefly listed below:  Important Regulations/Guidelines/Notifications (i) UGC Notification on Specification of Degrees published in July, 2014 to give uniform nomenclature to degrees offered by Indian Universities. (ii) UGC (Gender Sensitization, Prevention and Prohibition of Sexual Harassment of Women Employees and Students and Redressal of Grievances in Higher Educational Institutions) Regulations, 2015 to prevent harassment of women in institutions of higher learning. (iii) Guidelines on Safety of students in Higher Educational Institutions. (iv) Notification on minimization of Animal Dissection in Indian Higher Educational Institutions. (v) UGC Recognition and Monitoring of Assessment & Accreditation Agencies Regulations, 2014 to establish more assessment and accrediting agencies in the country. (vi) Transgender added as a Third Gender in all schemes of UGC.  Improving Teaching-Learning (a) Introduction of Choice Based Credit System (CBCS) in all Indian Universities and guidelines issued by UGC, taking into account: (i) Seamless mobility of students across the Indian Universities (ii) Similar system of evaluation in all universities (iii) Uniform syllabus to the extent of 70% in Undergraduate courses; syllabus designed for 107 undergraduate courses and uploaded on the UGC website. (iv) The grading system in consonance with the grading system followed internationally and would allow transfer of credits. 20 (b) Regional Workshops held to sensitize the administrators of higher education to introduction of CBCS. (c) Establishment of Inter-University Centre for Teacher Education at Banaras Hindu University.  Regarding Fellowships/Scholarships (i) The Scholarships enhanced by 55% for all Fellows/Scholars (ii) Three new Fellowships introduced: (a) ISHAN UDAY Scholarship for NER (b) Swami Vivekanand Single Girl Child Scholarship for pursuing research in social sciences. (c) Dr. S. Radhakrishnan Post Doctoral Fellowship scheme in Social Sciences and Languages (iii) All UGC Scholarship/Fellowship schemes put on Direct Bank Transfer (DBT) mode and payment through Public Finance Management System (PFMS) mode. (iv) UGC scholarship/fellowship schemes in the process of boarding National eScholarship Portal. (v) Fellowships tracking portal launched where Fellow/Scholar can track the payment under DBT mode. (vi) Dedicated email ID created for redressing of complaints of Fellows/Scholars.  Initiating Skill Development (i) Introduction of Bachelor of Vocation (B.Voc.) studies programme in 162 institutions of higher learning in 80 trades with intake of 17,600 students. (ii) Establishment of Community Colleges for Certificate, Diploma and Advanced Diploma in 223 institutions of higher learning in 83 trades with the intake of 17,350. (iii) Establishment of Deen Dayal Upadhyaya Kaushal Kendras for running complete spectrum of skill courses starting from certificate to Ph.D. in 64 institutions in 79 trades with intake of 8,150. (iv) Syllabus of 45 trades designed with the help of Skill Sector Councils and uploaded on the UGC website to bring uniformity in Skill education.  Student-Centric Initiatives (i) Launching of the UGC Student Grievances portal in which details of nodal officers of all universities is available. (ii) Initiatives on barrier free campus for persons with disability. 21 (iii) UGC Scheme on Swachh Bharat – Swasth Bharat. (iv) Mobile App created for registering complaint of ragging (to be launched shortly).  Miscellaneous Areas (i) Scheme for UGC Centre for Fostering Social Responsibility and Community Engagement in Universities. (ii) Scheme for granting Special Heritage Status to Universities and Colleges. (iii) Scheme for Centres for translation in Indian languages in Universities. (iv) Selection of 102 teachers under UGC Faculty Recharge Programme placed in various universities. (v) Payment to Central Universities and Deemed to be Universities through PFMS (vi) UGC is in the process of standardizing the syllabus for Yoga for introduction in universities across the country. (vii) UGC is designing the syllabus in psychology to make it applicable to students and faculty. (viii) Outsourcing of National Eligibility Test (NET) to Central Board of Secondary Education (CBSE) for introducing third party evaluation to bring propriety.
