Haryana issues guidelines for consideration of private, Govt.public sector bodies or undertakings for construction of roads, bridges etc

Chandigarh, August 20– Haryana Government has issued policy guidelines for considering the proposals of private, government, public sector bodies or undertakings for allowing construction of road bridges, roads and laying of various utility pipelines or cables along the drains, canals, rivers, and rivulets in the state.

While stating this here today, a spokesman of Irrigation and Water Resources Department said that the decision to lay down specific guidelines had been taken in view of the sharp increase in the number of such proposals.

He said that all the applications seeking permission for construction of a road bridge including an over bridge or crossing of a utility line across a canal or drain or river or rivulet and for construction of a metalled road or laying of utility lines in the Government land along a canal/drain/river/rivulet would be submitted to the concerned Executive Engineer. The application would be accompanied by non-refundable processing fees of Rs 10,000 in the case of proposals with discharge up to 350 cusecs and Rs 25,000 in the case of proposals with discharge more than 350 cusecs.

The requisite documents or NOC’s would be routed and scrutinized by the Executive Engineer. In case of bridges or roads or any other structure other than utility pipelines, after acceptance or approval of the proposal by the competent authority, an agreement would be executed by the concerned Executive Engineer on behalf of Haryana Governor with project proponent stipulating all the necessary conditions therein as may be necessary to safeguard the interest of the state in various eventualities.

The spokesman said that only processing fee and caution deposit would be chargeable in case of grant of permission to lay or construct pipelines, roads, and bridges across or along with canal, drain, river, and a rivulet of the department, to the State or Central Government Departments Corporation, Boards or Public Sector Undertakings. The project proponent would be required to submit the time-frame within which it plans to execute the infrastructure works.

He said that the project proponent would execute the works strictly as per the technical standards and parameters specified in this policy. The quality of work must adhere to the standard Codes of Practice and Public Works Department specifications. No proposed structure would be allowed to be installed by the project proponent unless a structure stability or safety certificate, design, drawing, specification and estimate is obtained from any of the IIT’s, PEC University of Technology, Chandigarh, National Institute of Technology, Kurukshetra and Central Building Research Institute (CBRI), Roorkee.

The spokesman said that project proponent would ensure that each of the sites of the infrastructure systems, for which permits have been granted, is easily approachable for maintenance and operation.
