Haryana decades to free Children beggers  of Gurugram, will provide education

Chandigarh, April 28, 2018: Children begging on the roads and streets of Gurugram city would now be freed from the menace of begging by the Haryana State Council for Child Welfare and CHILDLINE with the assistance of police and kept in child welfare institutions so that they could get an education and have a better future.

This was disclosed by Secretary, District Legal Services Authority and Chief Judicial Magistrate, Narender Singh, at the quarterly general meeting held under the chairmanship of the District and Sessions Judge,  Harman Singh Thakur, at Gurugram today.

He said the District Legal Services Authority had recently got a survey done on children begging on the roads and streets and it was found that there was no racket involved in this. The parents and caretakers themselves send their children to beg just to increase their income. Six child welfare institutions are being run in the district on a charitable basis and a government institution is under construction.

Mr. Narender Singh said the number of such children ranged from 100 to 150. These include mostly those who live in slums or children of labourers coming from other states. In order to put a check on the menace of begging in Gurugram, it would be necessary to keep them in child welfare institutions for at least three months.

    Referring to the Section 23 of the Juvenile Justice Act, he said that penal action could be taken against the parents and caretakers of such children. The District and Sessions Judge has directed administrative officers that under the Right to Education Act, these children should be sent to nearby schools. They could also be admitted to private schools in the city under Sector 134, Mr Singh added.
