Fee regulation act would be implemented strictly in the district – Deputy Commissioner

 Orders Principals to upload Fee Structure on School Websites
 Would not allow schools to press the students for the purchase of books from specific shops
 Regulatory Body having Civil Court Powers under Divisional Commissioner to deal all complaints

JALANDHAR, April 12Deputy Commissioner Jalandhar Varinder Kumar Sharma has said that the Punjab Regulation of fee of unaided educational institutions Bill 2016 would be implemented across the district strictly.
Today presiding over the meeting of all Unaided/Private school principles from the district, Sharma said that as per the act Schools would be eligible for fee hike up to  8% annually but only with solid reasons prescribed in the act with an aim to the welfare of the students. He also said that while fixing increasing fee institution cannot indulge in profiteering and it cannot charge capitation fee. Besides that, all schools would have to display fee structure in the school premises as well as on their websites as per the Act. “The institutions would also ensure that the fee or funds charged from the parents are not to be diverted from institution to the society or the Trust“ said DC adding further the copies of the Act have already been provided to all institutions in the district.
He also made it clear that the schools would not be allowed to press the students to purchase syllabus books and uniforms from specific sellers and the books must be according to the PSEB/ICSE and CBSE norms.
He said that regulatory committee to implement the Act include Divisional Commissioner as Chair-person, while Circle Education Officer as Member Secretary, District Education Officer (Secondary Education) and District Education Officer (Elementary Education)as Members, Deputy Controller (Finance and Accounts) as member besides Two members, nominated by the Government from amongst the eminent educationist.
Any complaint received under this Act shall be scrutinized by the Regulatory Body within a period of fifteen days from the date of its receipt in accordance with the prescribed procedure, and it shall be finally decided within sixty days.

If any Un-aided Educational Institution contravenes the provisions of this Act, it shall be punishable with fine, which may extend to withdraw recognition or affiliation of such Un-aided Educational Institution.
Every Un-aided Educational Institution shall prepare its annual report by a qualified Charted Accountant giving a full account of its fees, received during the previous academic year, and forward a copy thereof to the Regulatory Body. Assistant Commissioner (G) Dr. Ankur Mahindru, DEO (S) Harinderpal Singh were also present during the meeting.
