New Delhi, October 22, 2020: The Delhi Gurudwara Elections Minister Rajendra Pal Gautam today inaugurated software prepared for the revision of Electoral rolls of Gurudwara wards in Delhi. The Minister said the on-line submission of forms is also useful in maintaining social distancing during the pandemic. The Directorate will start the online and off-line work of revision of Electoral Rolls of Gurdwara Wards from today. The last date of submission of forms has been fixed for 20.11.2020. For this, the necessary staff has been posted in all the 46 designated centres in the capital. For information of the citizens, one Public Notice had been already published yesterday in all four language newspapers (English, Hindi, Punjabi and Urdu).
He informed that the claims and objections in Form Number 4 and 6 will be received online for addition and corrections.  The Directorate of Gurdwara Elections is in the process of revision of Photo Electoral Rolls of all the 46 Gurdwara Wards with the qualifying date as 01.01.2021.
Shri Gautam said that it is for the first time that on the initiative of the Directorate of Gurudwara Elections, De-GS, a company of Department of Information and Technology, Government of NCT of Delhi has developed software which would be instrumental in the preparation of electoral rolls through online portal http://gurudwaraelections.delhi.gov.in. He said that the work of developing and hosting the Application was assigned to De-GS, Department of Information and Technology, Government of NCT of Delhi. The De-GS has developed the Application and will conduct the Security Audit through their agencies hired to Security Audit.
The Minister informed that the Directorate of Gurdwara Elections has set up 46 Zonal offices in the Gurdwaras of respective wards. The Electoral Roll was last revised in the year 2016, with the qualifying date as 01.01.2017. Earlier the electoral rolls have been revised/prepared manually by inviting claims and objections, through the physical form at the Designated Centres and it was prepared/printed through a private vendor.
The Gurudwara Elections Minister said that the applications will facilitate a large number of Sikh citizens to enrol themselves in the electoral rolls through the on-line portal, as per their convenience. The Application is also mobile-friendly as all the details of a particular ward, the area/localities fall in the ward, the status of an application filed for enrolment displayed on it.
He informed that the application will also help the Directorate to go paperless, as all the record with regard to electoral rolls would be available on the website, mitigating the possibility of a loss of any data.  The impact of the software Application is long-lasting and data will be authenticated for future references so as to avoid any litigation in future as to the genuineness of the enrolled electors.
The User will register himself/herself in the portal of Gurdwara Elections through their Mobile number, which will be verified through an OTP. The user will feed the OTP on the portal and get the confirmation of successful registration.
Thereafter the Applicant can fill Form No. 4 for the inclusion of name and Form No. 6 for correction of particulars and addition of photograph (if not already there) in the Electoral Rolls. The applicant will also upload the necessary documents, as required in the respective Forms as proof of their age, address etc. The documents are the same as required by the CEO office as proof of their antecedents.
After filling the form and uploading the documents, a unique reference number is generated on the portal and a text message is also received by the Applicant. Through this unique reference number, the applicants can track the status of their application.
There is also search option for registered voters through which they can search their details like Ward No., Part No. and Voter No. in the electoral rolls.
 The Assistant Electoral Registration Officers will be issued a separate user ID and Password, through which they can receive all the online application in Form 4 and 6 of their respective wards and can download and print these applications.
The AERO will manually assign the downloaded forms to the Enumerators for field verifications of the electors. The AERO will recommend the verified forms to the EROs and in case, any Forms do not pertain to their ward, can request the ERO to send the form to the concerned Ward.
The Electoral Registration Officer is also issued a separate user ID and Password through which he can access the Forms sent online by the AEROs. The ERO can approve /reject the recommended Forms and can also send back the Forms to AERO for re-verifications. The ERO has the option to change the Ward of the applicant if the application does not pertain of his Ward. He/ She can even send the recommended forms to the Administration or the concerned Ward EROs.
The forms will also be received off-line at the designated Zonal offices. The off-line received forms will be scanned and uploaded on the Software by the concerned EROs/AEROs and their staff.
All the approved Forms by the EROs will become part of the manuscript. Thereafter the draft Electoral Rolls will be printed.
